On a day the news broke about Viral Acharya's exit as RBI Deputy Governor, adding to concerns about independence of the central bank, Reuters reported that the Finance Secretary opposed and delayed the Jalan panel report that sought to advise RBI to keep much of its 'excess reserves'.
